How does one get on the Kauai County Affordable Housing list?

1.  Applicant must register for Home Buyer Education classes with a HUD-approved education and counseling agency. The following 2 agencies qualify for this requirement:

  • Hawaii HomeOwnership Center
    • Upcoming Kauai Classes:
      • July 24, 2015 (5pm - 9:30pm)  & July 25, 2015 (9am -1:30pmn)  LIHUE
      • October 16, 2015 (5pm -9:30pm) & October 17, 2015 (9am - 1:30pm)  TBA
        • To register:  877-523-9503 (Hawaii Homeownership Center)
  • Hawaii Community Assets

2. Applicant must attend classes in person/online and receive "Certificate of Achievement" upon completion of classes.

3. With "Certificate of Achievement" in hand, applicant must then go to the County of Kauai Housing Agency to request for:

  • Kauai Resident Affordable Home Buyer Registration Form ( you will not be given this form without proof of "Certificate of Achievement" from one of the 2 agencies listed in 1.)
    • This form must be completed and submitted with "Certificate of Achievement" form.

4. Upon receipt of both forms, a letter will be sent to the applicant informing them of their Home Buyer Number.

5. Notification of any affordable "for sale" development, single family homes or projects will be sent to all active applicants on the Affordable Housing Waitlist.

Property owners can choose cart size for curbside refuse collection


Deadline to submit cart selection is March 15, 2015


LĪHU‘E – Under the new Pay as You Throw (PAYT) ordinance, which takes effect in July 2015, customers can choose between a 64- or 96-gallon cart for their automated curbside refuse collection. 

These options are available to existing customers who currently have 96-gallon carts as well as to the 9,000 residents around the island who will begin to receive the automated service come July.

The intent of the PAYT ordinance is to encourage residents to engage in more recycling and waste diversion as well as to reduce the amount of trash that goes into the landfill.

Notices regarding the cart selection were mailed to property owners today along with their real property tax notices.

The deadline to submit cart selections or opt out of the curbside refuse collection service is March 15, 2015.


Existing customers who wish to keep their 96-gallon carts do not have to notify the county of their selection.


However, it should be noted that the new rate for a 96-gallon cart will be $18 per month for the $6 base assessment and a $12 collection fee. This represents a $6 increase over the current monthly rate.


If a customer selects a 64-gallon cart, the monthly fee will be $10 per month for the $6 base assessment plus a $4 collection fee. This will result in a $2 decrease from the current monthly rate.


Residents that have an approved low income exemption on file with the Real Property Tax Collection Division will automatically receive a 50-percent reduction in their refuse collection assessment.


Anyone with questions about the PAYT program or the Residential Refuse Collection Assessment Notice can call the Solid Waste Division at (808) 241-4841.
